Maggie Hales is a graduate of St. Louis University School of Law and became a Senior Counsel in the May Department Stores Company corporate legal department specializing in antitrust, intellectual property and government regulatory law. She put her legal and corporate experience to good use as Deputy Director and Acting Executive Director of East-West Gateway Council of Governments, the regional metropolitan planning organization based in St. Louis before being named President and CEO of CityArchRiver Foundation. There Maggie managed the complex design and construction project that rebuilt and re-invigorated the St. Louis Gateway Arch park, museum and surrounding infrastructure. She was responsible for coordinating the work of numerous private firms, federal, state and local government agencies and civic and cultural interest groups. Simultaneously Maggie guided CityArchRiver’s successful $250 Million capital campaign. In 2016 Maggie returned to the full time practice of law as CEO of our firm. Using The HIPAA E-Tool®, Maggie quickly became an expert in health information privacy law. Maggie also serves as CEO of ET&C Group LLC that owns and maintains The HIPAA E-Tool® and works directly with health care providers, business associates, health plans and third-party administrators.
